National Policing Organization Condemns Racist and Dehumanizing Depiction of President and First Lady Obama

WASHINGTON, D.C. – Since 1976, The National Organization of Black Law Enforcement Executives (NOBLE) has served as the conscience of law enforcement by being committed to justice by action. NOBLE represents almost 5,000 members internationally, who are primarily African American chief executive officers of law enforcement agencies at federal, state, county and municipal levels, other law enforcement administrators, and criminal justice practitioners. 

The organization submitted the following statement in the wake of racist depictions being spread of President Barack Obama and former First Lady Michelle Obama.

The National Organization of Black Law Enforcement Executives (NOBLE) unequivocally condemns the vile and racist depiction of former President Barack Obama and former First Lady Michelle Obama as monkeys.

“This was not accidental, misguided, or satirical,” said Renée Hall, President of NOBLE. “It was a deliberate act of dehumanization rooted in one of the most offensive and dangerous forms of racism in our nation’s history.”

The comparison of Black people to animals has long been used to justify enslavement, segregation, terror, and the denial of basic human rights. To resurrect this imagery…particularly against a former President of the United States and a former First Lady…is an unmistakable act of racial hatred that demands public condemnation.

“This imagery is not just an attack on the Obamas,” Hall continued. “It is an attack on Black humanity. It sends a clear and chilling message that no level of excellence, service, or leadership is sufficient to shield Black Americans from racism. That message is corrosive, unacceptable, and profoundly dangerous.”

As leaders in law enforcement, NOBLE members understand that language and imagery matter. Dehumanization is never benign; it is historically and consistently the precursor to mistreatment, injustice, and violence.

“When people are portrayed as less than human, cruelty becomes easier, injustice becomes rationalized, and harm becomes normalized,” Hall said. “This is not theoretical-it is a lesson written repeatedly throughout our history.”

NOBLE rejects any attempt to excuse or minimize this conduct under the guise of free speech or political expression. Racism this explicit does not deserve accommodation-it demands rejection.

“Silence in moments like this is not neutrality,” Hall added. “It is complicity. And leadership requires more than quiet discomfort, it requires moral clarity and courage.”

NOBLE stands firmly against all forms of racism, bigotry, and dehumanization. NOBLE calls on leaders, institutions, and the public to condemn this conduct clearly and without reservation.

“This nation must decide..again…who it claims to be,” Hall said. “We cannot move forward while tolerating the resurrection of imagery meant to drag us backward. Racism this blatant must be confronted, condemned, and rejected. Anything less is a failure of leadership, conscience, and character!”
